Randy,

I know I've seen you comment on this before, and I've never quite understood 
it.  What is the distinction you are making between a legitimate business and 
an illegitimate business?  I was taught in high school that anyone could 
start a business.  You could just start buying and selling, or offering a 
service.  Nothing special was required.
