Bouncing a little is usual cable needs lubed.
Bouncing violently is usually the speedo head itself.
No movement and the gear is new could be,
Bad cable
Bad speedo head
Drive gear on the trans output is bad, stripped or slipped.
Driven gear is wrong one.

I'd start by checking under the dash to make sure it is connected.
Then check at the trans.
Then take the cable off at the trans if it comes off or pull the cable and gear. Spin it.
Have someone watch for speedo movement, not sure which way to spin it? Spin it both ways, it won't hurt anything.
Then try to narow down what is actually not working.
Usual suspect is the cable, but that description as given him by the seller says speedo head to me.
