The backing made onto the fabric is the problem, unfortunately. You'll have to replace the fabric itself. Pull the headliner, pull the fabric, then clean the panel with a stiff bristle brush (but not a wire brush!) to remove all the old foam backing. Then you can glue on new fabric. Some cloth shops sell the fabric, but there may be places that advertise relining headliners that will supply the fabric and do it quicker and easier than you can. Since it's an unusalua car (mostly they do GMs), I'd remove and reinstall the headliner myself. They should give you a price break on that.
