If you look on the door tag (with model#, etc.), it should have something about the Motor Vehicle Safety Act of 1966, a list of specific regulations, or "meets all federal safety standarda applicable at time of manufacture". The first one is the most common. The law for hazard lights came into effect 01 January 1966 -- the Motor Vehicle Safety Act. 1966 models produced before January did not have to have flashers. AMC had an under dash switch that was factory instaled on late 66 models, and could be dealer (or owner) installed on all prior AMC built cars. I'm not sure how earlier Nash models were wired, but if they used bullet connectors (most likely) the switch would be useful back to 1946. Of course it could be used on other cars with bullet connectors, just match the colors. IIRC the instructions sheet with the switch has the function of each wire, though in an AMC you just matched colors. The 66 TSM shows the switch. 

The switch could have been removed at a later date also. Maybe it quit working or the owner didn't like it? I have one, bought it at Kenosha in 98. The back of the switch will break off pretty easy, causing shorts. I ended up taping mine up to prevent this, but removed it once I installed a 1980s GM column.
