You have good cops and bad cops just like you have good and bad cashiers at Wal Mart. I think the biggest problem with cops is most of them deal with the bad guys so much they have a hard time dealing  with the ordinary citizens. Lets face it  for the vast majority of people the only time they deal with a cop is when he is writing you that speeding ticket and you  are telling him some b/s story trying to get out of it. Just for an example of dealing with the bad guys before he got killed in a car wreck I had a cousin who had been in out of jail all his life. If I ever need to see a cop about anything say watch my house when I out of town. I had two choices I could call the police myself and I might see one in a couple of  hours if I was lucky or I could call my cousin. Call him and he would say he would call be right back. He said he was checking to see who was on duty. He would call me right back and said Joe or Jack should be pulling into your driveway and they would. When they weren't beating him in the head for tearing up a bar or getting beat up by his girlfriend they were the best of friends. He knew half the cops in Louisville by their first names and they all knew him. Still while I have cussed a few out under my breath would you really want their job.

My experience is that it varies a lot depending on the jurisdiction.  It generally starts at the top.  The cop you meet on the street is a reflection of  the state or local officials he works for.

A LITTLE over the top?  
I take HUGE offense as my SON is a deputy sherrif and he is HONEST, FAIR and JUST and deals with the real PIGS in our society every day.  Just because you have assholes in your family doesnt justify advocating murdering police. 
You disgust me.
 
As you may surmise, I don't like PIGS! State or local, as far as I'm concerned "Help keep America beautiful, kill a cop"! That may be considered a little over the top, but you have to live/mingle with these D*cks as family members before you really know what they're like.
