Luke my first wheel resto had the larger diameter wheel. Looks like an imitation leather wrapped wheel. Try cleaning it with Castrol Super Clean or Westley's white wall tire cleaner. Mine also had a sticky feeling. After cleaning put some Armorall on it. I have both in stock as I use both of them in my model building.
