Bart, 
I happen to live on the middle class white side of
town so we get minimal police coverage, besides the
fact Wichita Falls has a way understaffed police dept
due to Money mismagagement at the city level. If I
exer catch them I may have a "Nam" flashback I'll be
so angry.
