In N.Y. re-vining a car is illegal although I know people who have done it not because the car was stolen but a rare car that was beyond repair and actually it was re-body'd or it was made such a hassle by the local bureaucrats to register an old car that has not been on the road for a long time and had no papers that it was easier to re-vin it. My yellow Hornet was off the road for 8 years when I was sick and when I went to get it back on the road they gave me a hard time even though I was the original owner and had all the original title and papers. website's vendors list, they title anything for $125 pre-1975, not sure
about post-1975 however, never done one! Another alternative is to re-VIN
the car, not sure about the legalities of that, but this concord appears to
be a awesome parts car when you consider a windshield is $50-$250; hood
$150+; grill $30+, bumper cores $50+ each, and so forth. Look at the car
like a cow. Then carve it up into cuts. Some things will sell, others like
four door glass, won't be able to give away. But even the 904 trans in this
should ftch $100-$250 alone, and the disc brake setups I sell for $350:
calipers/rotors/spindles/backing plate/porpor-
tioning valve, as people want this stuff to convert their Bendix vehicles,
so hopefully someone will end up with this booger.

I have heard similar hard luck stories. That's why when I buy a car or
when my son buy's a car we get it titled in our names first thing. In
N.Y. for a small fee you can get a title only so you are now the owner
without putting insurance and plates on the car. And there are no
surprises later down the road after you have spent good money on a car
you may not legally own.
