I have had success with a simliar product called OSPHO. It can be applied over rust (as long as the loose rust is removed) and it will convert itto an iron oxide causing the metal and rust to almost turn black. The application will act as a primer, not a paint. It will still need a coat of spray primer or paint to finish the job.
 
When I use OSPHO, I spray it on and use a small wire brush, steel wool or a Scotch-Brite pad to remove any remaining rust. I then spray moreon the surface then wipe it off with a paper towel. It may take a couple of applications and some elbow grease but by the time I'm finished, the rustis gone and the metal looks new. I found that wiping the old solution off will keep the metal from turning dark. Call me a perfectionist, but I prefer the look of the clean metal. Once I have removed all the rust and wiped it off, I spray it again, let it set for about 10 minutes then wipe it with a clean paper towel.
 
I first saw OSPHO used at work many years ago. It was applied with a brush to rusty pipes, allowed to dry overnight, then painted with enamel the next day. About a year ago, I was in a local metal fabshop and I watched someone use a spray bottle to apply a solution to remove a slight surface rust off some new model A body parts. He just sprayed a mist on the piece, then wiped it clean with a red Scotch-Brite pad. I asked what he was using and he told me OSHPHO. I had never seen it used like that before so I experimented on some rusted sheet metal parts when I got home. 
 
I would almost bet that the product you have will work the same. Deep rust will take a little time but you will be pleased with the outcome. Give it a try.
