The valance is indeed tach welded on. And in a number of areas impossible to get to with the drill Brien mentioned. A sander might work better on some of them. Alternative would be to take it to a body shop and let them weld rods to it, pull out the dents and then cover it. Real easy method if your's is even 1/2 way salvagable. And less cost. So if you have any bodyman or shop you trust, take it to them and let them look at it, and give you a estimate on fixing it for you. You also might want to remove your front bumper before taking the vehicle over so they can have a clear look at it. And if you have some stuff like this flair kit on your Hornet/Gremlin, remove all that too. It really is a flimsy as hell piece just like rear valances on back of the 68-77 AMXs. One or two boiled eggs and a pint of Guiness and then a fart will dent those.
It would also clear a two square block area also. Good luck with your AMC.

The piece you're asking about is called the front valance and that "sinking" feeling is justified. It is spot welded to the front supports and gives the body strength. You would have to drill or grind all the spot welds to get the piece off.
 
Can you just repair the dent with the piece in place?
