Sounds like the ground for the front light sockets is bad and the feedback is shutting off the dash bulbs. Or the front bulb has a short in it.

My 73 Matador left rear turn signal, and dash signals were not working. After several hours I figured out it was a bad ground wire. The rear signal now works until I turn on the headlights! With the headlights on it just barley flickers the left turn signal. The dash signals still wont work. Any idea where I look now?
