No need to tie them together.  You just want a proportioning valve in the line 
to the rear brakes to reduce the brake pressure so that when you apply the 
brakes firmly and the weight shifts to the front wheels, the rear brakes won't 
lock up first.  At least that's my understanding of how the system should work.

the proportioning valve goes -between- the frt and rear, and yes you
should have it for best brake performance.  the manufacturers wouldn't
have wasted money on a part they didn't need.

btw and fwiw, if you have front disks, 14x6" hornet/concord wheels
will definitely fit without problems.  15x7" mopar steelies would
likely fit, with something like 215/60s, if you wanted to go that way.
