What year intake? Is it combined intake/exhaust? You will have a HUGE vacuum leak if the exhaust isn't there. Other than that, clogged idle jets are common on BBDs when they sit till fuel congeals.

That's kinda what I was thinking. It seemed to run high, but the exhaust isn't hooked up yet so it's loud and hard to tell. I thought there might be a vacuum leak, but not on the hoses cause they are all new or plugged off. 
I decided to start over, so I took both intakes off, replace the rubber o-ring for the heater plate, and started with a brand new manifold gasket. (The one I used the first time was new, but I had it for about 3 years and it had been bent. I got it all back together but not torqued down yet. 
Armand, I'm pretty sure, when I rebuilt the carb. I adjusted the float good. As for adjustments, I may have gotten the step-piston adjustment wrong or the bowl vent wrong. I had to bend the bowl vent lever WAY down to make it correct and that kind told me I did something wrong with the pump or the step piston or the rod that goes across and makes them work. IDK yet.

does it rev up pretty high for the few seconds it does run?? it could have a HUGE vacume leak somewhere. is it a power brake car? if so, maybe a crack in the power booster hose, or the booster itself is bad. you should be able to get it to fire up and run if you got fuel squirting down the boosters. it may run like crap, but should run when its way out of tune. your idle mixture screws should be pulled out about 2 full turns for a starting point. they are screws low on the carb with springs on them.
