Jim; The US already has one of the highest incarceration rates in the world, and this proposal is to create more criminals. I know that Wash and Ore are in bed in a lot of ways with each other and I hope this is just one persons personal crusade as I am like you, in that I "provide a service". 
I barely keep ahead of the bill collectors so it is not like my business will infringe on anyone elses. In fact I provide a dervice that others can't find in Salem so I have that little, emphasize little, corner covered......Russ
