Hi Jim,
There's a few AMC items I can contribute too and this is one of them. It's nice not lurking in the background.
The pulsing is caused by primitive voltage regulator in the gauge cluster. The regulator averages out pulses to ~ 5 volts. The fuel sending unit acts as a voltage divider and allows only so much current to the fuel gauge heating element, depending on the fuel level. The gauge needle is connected to a bi-metallic strip that heats up proportional to the fuel level. The heating causes the needle to move. Since the needle heating and cooling take place slowly, the gauge doesn't change much going up a hill. Pretty clever. I think AMC, Ford and Chrysler did it this way, GM used a magnetic coil. Anyway, that was back in the day.

More in my continuing saga of restoration of my 70 AMX.  Just got my gauges back from the shop, all gauges (temp/fuel) all lights, circuit board etc. have been checked and verified to be working.  New fuel sending unit installed a couple of years ago.  The sending unit is grounded to clean bare metal.  I thought I put in a new temp sending unit but am not 100% sure.  When I put a check light on the temp sending unit wire and on the fuel sending unit wire, the check light lights up indicating power through the harness to the connectors, but the test light blinks like a signal light!  It would appear as if I did something wrong somewhere along the way.  Have any of you run into this?  Help!!!!

At first glance this looks like the dash voltage regulator is working as it
should. The on-and-off puts an average 5 or so volts to the gauges which is
correct, AFAIK.

Ken' right I think.  Jim the tank sender doesn't acually have a power wire going to it.  The gauge picks up return current from the ground circuit of the car.  The resistance produced by the sender mechanism changes the voltage (read as fuel level) shown on the fuel gauge.  So what you were evidently reading with your volt meter was the 5-volt nominal reference voltage produced for the guages.  It's produced by a primitive convertor with start/stop action to produce an average of 5 volts.

I said
As long as we are being really anal about "freeze" plugs, and because it was
mentioned we like to learn things on this list, and because it was mentioned
about getting a lecture or something like that, I guess I better add my
coins to the discussion.
Actually the "holes" that the plugs fill are NOT where the molten metal is
poured into the mold. The holes filled with "freeze/welch/core" plugs (I've
heard them referred to as soffit plugs too) is actually the hole that the
sand is removed from. The molds that cast iron blocks are poured with is
made of casting sand. There I said it and I'm done.
