Ken' right I think.  Jim the tank sender doesn't acually have a power wire going to it.  The gauge picks up return current from the ground circuit of the car.  The resistance produced by the sender mechanism changes the voltage (read as fuel level) shown on the fuel gauge.  So what you were evidently reading with your volt meter was the 5-volt nominal reference voltage produced for the guages.  It's produced by a primitive convertor with start/stop action to produce an average of 5 volts.
