Phil Toney, an AMC/Jeep engineer from back in the late 60s, was a big player in the development of the stroker, so the claim that "Mopar developed" the engine is unfortunately valid. Jeep was owned by Daimler-Chrysler when Grep Friedman posted an e-mail from Phil on the AMC-List in 2001. At the beginning of his reply he stated that this was coming from him as an individual, and was not to be considered official from Daimler-Chrysler. That indicates he probably still worked there. He stated he'd been building strokers for friends since the mid 80s through the 90s. At one time he was in charge of engine development for Jeep/Renault Sport (probably where/when the stroker originated). Interestingly he worked at IHC through most of the 60s, and was responsible for choosing the AMC six for IHC use in light trucks.

powerful upgrade for the 4.0-liter I-6 made famous in Jeep vehicles
built from 1991-2006. Because off-road enthusiasts appreciated the
dependability and performance of the previous 4.0-liter engine, Mopar
developed a more powerful engine that delivers an expected 265 hp and
290 lb.-ft of torque. The engine will fit in any Jeep vehicle
previously equipped with the 4.0-liter I-6 engine.
