[AMC-list] ambassador police car?

to which I emailed the fellow and got this, but not sure what a level II snooper is:

Hello.

I can verify that the Ambassador is a gov vehicle.  Registration history 
shows that it was registered with the US Dept of Justice, FBI, Los 
Angeles, CA.  It is a 360 4V dual exhaust car with the SST trim 
package.  It does have the correct rear sway bar and the police 
certified 140 MPH speedo, although because it was a level II snooper, 
'police calibrated' is not present on the speedo per gov request.

I have been heavily involved in LE vehicles for 26 years so I've seen a 
lot of oddball stuff.  I own 2 other vintage Fed cars....a 74 Ford 
Torino and a 79 Dodge St. Regis, one of which is a general level I and 
one as a level II.  I also have a collection of 8 other police package 
cardin various states of restoration.
