Another possibility is a cracked float, if it's brass.  If the crack 
extends near the bottom of the float, the fuel can leak out after 
sitting a while on a nearly empty tank, then fill up after you fill 
the tank, sinking the sender.  If you never let it sit nearly empty, 
the fuel will never have a chance to leak back out of the float, and 
it appears dead all the time.

The good news is that nearly everyone used senders from one or two 
vendors, so you may be able to find a replacement float from a "Brand 
X" car that will fit.  Year One sells a couple of different styles 
that you can compare to your old one, if this is the problem.  I have 
a Dodge pickup that had a cracked float.  I replaced it with a 
reproduction Ford float P/N C0AZ-9202-B from Scott Drake that  was 
nearly identical to the original.  I Googled that part number to find 
the lowest price, which was at some store in Oregon that specializes 
in Comet parts.

Yet another possibility is a bad instrument cluster voltage 
regulator.  If you can find an original, it's going to be about 
$40-50, but you can replace it with a modern solid state voltage 
regulator.  TomJ has a good writeup on his site on one method of 
doing this, and (I think) Frank has suggested installing it inside 
the can of the original regulator.
