Yep, sure did. The area was often full of runs and errors if you looked close too.
There were often heavy layers of paint and drip edges down in the cowl.

What I have done is to spray the cowl separate first. Being careful to get the best coverage down in the bottom.
Then sand and clean up any areas up top.

 Depending on the car and whether I cared or not, I would either respray the top of the cowl with the rest of the car letting the overspray go down in or mask it off. If your only painting that one area you can get half decent coverage down in the, perfection is probably not going to happen!  If it's a restoration, a perfect coat of paint down there is wrong anyway.
