Yes the center part is supposed to spin and no the other one isn't (that's why it's call a stator) That's what directs the flow of fluid in the converter through the vanes.

was looking at the trans in my 440H. the center shaft spins freely. i beleive that shaft is the one that drives the pump?? the outer shaft wont budge one bit. siezed. does that mean the trans is locked up also?? motor and trans siezed up for that car. wow. entire drive train needed if so.
