You can, but it's really unnecessary. You can center the head well enough on the six without larger bolts -- since it's flat on top the head won't slide over while you tighten the bolts. You only have to run two sleeves if you go that route, one on each end. Or just use two larger head bolts, one each end.

Can I ream out the 258 skinny head bolt holes to
the 1/2" 4.0 size without pulling the block ?

Running head bolt sleeves doesn't seem American.
