The only way I've ever got drums off the were rusted to the shoes is to cut the retainers and pry the whole mess off, then rebuild .
   It sucks.
The metal in the shoes rusts to the metal in the drums, makes a big mess.
If there is some way to reverse it I don't know what it is.
  Perhaps electrolysis, pull the whole assemble intact and drop it in and cook away the rust?
BFH and beat on it usually breaks the drum before it lets loose.
