If I really didn't want to remove the head and I had
access to a mig welder (I do.) I'd soak the rest of
the exhaust manifold bolt/studs and remove the exhaust
manifold.  Then slip a nut onto the end of the broken
stud and weld it to the stud with your mig.  Then
before the stud cools off put a wrench on the nut and
remove the stud.  

But if the top end of the engine needs anything else
done to it (anything you're not happy with) you might
as well remove the head and take it to a machine shop
and have any broken studs removed.  You won't need to
be too careful about not breaking any more studs if
you're not going to try to remove the broken ones
yourself.
