Can't help much on the rest, but chances are previous owner is right on target with the blown head gasket. Sounds like it blew between the back two cylinders. Two low cylinders with about the same compression is the classic sign of a head gasket blown between the two. One cylinder is basically filling both on hte compression stroke, and the adjoining cylinder is going down on the power stroke as the other is compressing.

Just bought a 89 cherokee, w/258, back 2 cylinders pushing  30-40 on 
compression check, previous owner says blown head gasket, I doubt it, your 
thoughts, nice body, new tires, was worth the $100.00.
