Yes, Indeed, there are som many vaiables it is hard to put an exact number on what you will get.
I know of people who swear at their 3.7L Libertys for getting 12-13mpg in town while my 4.7L, Quadratrac II Grand Cherokee Larado knocks off solid 16mpg!. My wifes 4.0L only gets 18, now that, I could do better on if I drove it...
   It is a mixture of design and driving style. My kids or wife get in the WJ and it drops to 15mpg. They don't have the ability to drive the V8 and let it do it's work gently. I love it, They still think they are driving a 4-6 cyl and when the light turns green the hit the throttle. I roll into it, I KNOW that if it needs more throttle it is available! :]
   Some of the sixes and fours I've driven have been real pigs on gas, even though I know [reasonably well] how to drive them. My 1988 4cyl Nissan Hardbody with extended cab and 5 speed got worse mileage on the highway then my current V8 WJ! It averaged 17-18mpg this one will get 18 and up. I've seen as high as 21.6 on flat open road, not that we have any of that round here :[
