1. The AC pulley bolts to a standard balancer using the puller holes. So yes, the pulley will bolt to any 196 balancer (and early 199/232 also). 

2. IIRC there are no bolts under the car. If the console has a storage compartment look in the bottom of it. There are also screws under the overlay, so remove that.  There may be a screw or two on each side between the seats also. Those would be hard to see with the seats in. But no screws under the car hold the console in.

On a AC equipped 196 engine, Do I need to remove both pulley's or will the outside pulley from the AC engine mate up with any crank pulley from like engine??  

I am looking to remove a console from an American, it looks like I need to crawl under the car to reach attachments for the rear of the console.  Can anyone confirm this???
