That's a 196 OHV?
Look real hard at the bottom edge of the cover.
The edge is actualy made like a U and inside that U sits a rubber band gasket.
Over the years those can get so hard and gummed around the edges that you can't tell there is anything there at all!
Once you get it pried loose it should peel out.
I always used a little gasket cement or yellow death under them back in the day, just so it would not drop out when installing the cover.
A thin layer of rtv in the bottom of the groove would work to.
But should not be needed other then to hold it in place.
