I'd say to examine the cluster. If it's not damaged don't replace it. Remember that all the gear surfaces have wear on them. If you replace first gear only it is not a complete match. If you replace first and the cluster, then second and third do not match. I'd prefer to have the missmatch on that lower gear instead of the higher gears. Why take a chance on creative a whine or noise in the higher gears you spend more time in?
