the scoop is: don't.  it's probably tinplated like a can for corrosion
[and fuel] resistance, and sanding would destroy that.  i'd go for a
rust conversion coating or rust stripper, before a zinc-phosphate
etching priner and painting - or just rubberized undercoating.
