Yahoo has a group called wastewatts that has been beating the hydrogen issue to death recently.
You may want to read up on it. They say it is energy neutral or even negative, as in it takes more energy to create then it produces! 
  I don't know.
 Whatever you do remember, it's all in the mixture.
too lean, is too lean and won't help fuel mileage.
I'd put an O2 gauge in it to keep and eye on things while tuning.
I believe those kits you mentioned work, they just did not sell well to performance guys...
