Crap, tough break, but at least you can see the cause of the problem!
Once the angle wears off the cam, no more lifter rotation! 
Bummer.
Make sure the bores are nice and clean and the lifters turn freely when you reinstall them. It is possible from time to time to put a burr on the lifter bore when taking used lifters out. Anything from a piece of grit to a metal frag can do it and stop rotation dead.
