The entire factory quarter panel is different, but the area from the upper body line down is the same. So you could trim a quarter from one to fit the other depending on where the damage is, but couldn't take it apart at the factory seams and expect it to fit. The body lines and tail light cut-outs are the same. Tail light bezels are different and can be interchanged between 63 and 64. 

I'm assuming you're talking about the 63-64 Classic and Ambassador. Doesn't matter which of those the panels come from either -- they are identical. Big difference between 63 and 64 American!

anyone know if rear quarters will fit both 4 door and 2 door?

This would be 63-64 ramblers.
