I'd make sure the wiring harness is good before trying to figure this 
one out. It could be any number of things and you'll have a very hard 
time figuring out what's causing this if the wiring is no good. If it's 
really hacked up, you may to just pull it out and start over. I went 
that route on the 66 Rebel I had after a series of small electrical 
fires trying to track down a dead short.

Likely a bad starter. My 68 American did that when I got it. A rebuilt 
starter fixed the problem but before you swap starters...

If the wiring checks out, this sounds like a bad ignition switch. In 
fact, a bad ignition switch may be the entire reason for the wiring hack 
job. I worked on an 89 S-15 that had the wiring all hacked up (To start 
it, you had to turn on the ignition switch, twist a couple of wires 
together and then touch another to the wires you just twisted together. 
Once oil pressure built, the fuel pump would kick in and the truck would 
start. Everything was running through the brake light fuse.) because the 
fusible links burnt out. It's amazing how much effort the ignorant or 
lazy will go to to "fix" a problem. BTW, your car does not have *any* 
fusible links in it from the factory. You may want to add a fuse (or a 
fusible link) into the main power supply wire to the fuse panel.
