Go to your local hardware store or fleet farm store or auto parts store and
ask for J.B.Weld. It's a two part epoxy that I have used since the seventies
when the rear view mirror metal "tang" fell off the windshield of my cars.
Almost all factory adhesives used for this purpose are inferior to J.B. Weld
for this use in my experience. Use J.B. Weld to re-glue your mirror to the
metal backer plate. The tough part is going to be holding the mirror in
place while the epoxy sets. It only takes about ten minutes or so, you could
probably just hold it in place with your hand. Oh yeah use something like
rubbing alcohol or brake clean as a cleaner for the two surfaces to be
adhered. Rough up the metal a bit with some sandpaper too that will help.
