It's a true bolt in to replace the 287 with a 327.
287, shares EVERYTHING except block and pistons!
I wish I was close enough to help out or hook him up with a 327.
It has to be something fixable.
My brothers 66 Marlin runs well on a 287.
I expect Dave to have checked all the simple things and I get the impression he is pretty well knowledged on the basics. That's why I'm puzzled on what is going on.
  He may want to drop the exhaust and give that a shot.
Possibly a carb problem? seems to simple, but sometimes the simplest things can get you.
My brothers had a ton of problems with it's small Holley. The 327 used a larger same bolt pattern ford autolite or motorcraft type carb, I forget the designation CRS again. My brother located a nos 327 2 barrel carb and it works excellent on the 287!
I'm thinking it has to be either, carb, timing or exhaust. He's had the engine apart, that leaves me to think carb or exhaust.
