A: You could actually go one better and make it a clutchflite as the 
electric motor doesn't need a stall speed. A CVT (constantly varying 
transmission) would be even better.

If the car would run for six hours at 65 mph with the drain of
the auto trans, it should do much better with a stick as far as
range and maybe even top speed. I'm sure city driving takes
about 2/3 of that time away, but being able to make it to/from
the interstate (or other major highway) then cruise for an hour
each way would make the car a reasonable commuter/second
vehicle. If you plan on using the car seriously consider finding
a four or five speed -- even a three speed manual trans would be
a big improvement. IIRC the reason an auto was used by Solargen
was to make it as much appliance-like as possible. The vast
majority of US cars are automatics, unlike Europe.
