looks like you're starting with a nice car !

crimp'd seams are usually rotted away on these -

if you want to remove the tar paper easily -
use 'Dry Ice' - let it freeze the paper - comes
off easily - USE GLOVES - ! ;)

If the rest of the car is this nice - I'd consider
just washing the car out with that Rust Remover -
and using the existing Paint as a base coat - since
it is electrostaticlly bonded rather than just shot on.

I've seen cars taken down to bare metal that later
rust like fools - so consider the corroless should you
go  the bare metal route.

Once you rinse out the car for rust - make up some 'wands'
- plastic tube with a spray nozzle on one end that you can insert
into all the rocker panels & channels.
