Don't silicone it before you install it! Sealer will not stick. I'd clean it good with a wax and grease remover to clean off any powder or oxidation. If it has been bagged and sealed and kept out of sunlight it will likely be fine to use. I just don't know how well an old gasket would hold up in storage for so long, if you can even find one.
