That pin will move, but it takes a good bit of pressure to move it to one side or the other. It should only move when pressure is down on one side by about 100 psi (100 psi less than it should be). It takes about 100 psi to overcome the springs in crum brakes. The rear brake proportioning valve is set at 200 psi in small cars, 400 psi in big cars for disc brake setups -- just to give you an idea of waht kind of pressure is in the brake systems. I believe it's to let you know if you lose front or rear brakes. I removed it (we're changing all the lines and hoses) and took out the plugs on the sides to clean it out. There is a pin (horizontal) that I believe should move.
