some European cities have had problems with diesel soot in down town areas. there are a few that restrict or prevent diesel use in certain areas. Out-right bans in the US is stupid -- newer diesels don't have the problems older ones have, and there aren't the number running around (some places in Europe 50% of the vehicles are diesel!), especially of older models. Restrict/limit the amount of soot or whatever, out-right bans or limits so strict there's no way to ever possibly meet them are stupid! Lwas/regulations like these are usually based on the general perception of diesels, which in the US means big trucks. Everyone thinks most diesel cars will sound/smell/pollute ae much as a big rig, which is far from the case.
