The bowl is generally on the bottom, but it can be on the top. That won't affect operation. You'll have to go through and troubelshoot everything. Pull the fuel line to the carb and see if you're getting fuel. If not, pull the line from the carb and run it down into a can of fuel. Could be a plugged line to the tank or the pickup in the tank. You'll have to check spark and compression to. If you have fuel, spark, and compression, it WILL run. Might not run WELL, but getting it running is the first step.
