That light is triggered by a timer under the dash. It's the emission control timer, telling you to check emission control items and change the oxygen sensor. There's no way to turn it off except to get another timer. I forget where it is under the dash, but it's usually a clear smoke box with some gears visible -- like a clock. Once it "runs out" it trips a contact to connect the light. I'm not sure the light will go out with the timer removed, or even if the engine will run. Take the bulb out!
