yes; it's been done.  surprisingly the 4.0 block does have the eagle
diff mounting lugs even though they were never used.

cherokee autos up to '95 or so had independent controllers; wranglers
up to some date had non-electronic trannies.  an engine from those
years won't mind the 998.

it'll bolt up to the 998 but you'll have to relocate the cps if you go
with efi, or you could get the 999/32rh from a wrangler.  it's a
variant of the 998.

imho your easiest swap would be a wrangler 4.0 + tranny; up to '00/01
or so they were all 3sp like the 998, and the wrangler has a centered
fan like the grand chero but unlike the cherokee.  and i'd go with efi
- you'll love it.  the only hitch is intake/booster clearance; a
smaller booster is a good idea.  and if you get the whole pkg it
doesn't matter if the tranny is electronic [32re]; the ecm handles it.

belated thought: cherokees weigh pretty similarly to eagles but are
usually geared lower - nothing taller than 3.07.
