For the hard brakes, check that the master cylinder pushrod is in the correct hole in the brake pedal. My 78 Concord wagon (non-power brake) was hard to stop but the push rod was in the hole nearer the pedal. When I moved it to the hole nearer the pivot, things were much easier.
