The TSM says to use the tool but there are many jobs you can do without the factory recommended tools. If you're only doing engines every once in a while and can get the tube seated without distorting it, there isn't really a need for it. On the other hand, if I were doing lots of engines, or was getting paid to do this, I'd have the tool just to save time.
