It's time to do a good tune-up! I'd also consider pulling and rebuilding the carb. Even driving hard you should get 15-18 mpg with that thing, unless you're throttle to the floor immediately for take-off and try to keep it there. Things like front end alignment and old tires (stiffen with age and increase rolling resistance) can drop you a couple MPG as well. How's the clutch or auto trans? Jock's got a point too. Often a larger engine gets better mileage (if you drive carefully) because it doesn't work as hard as a smaller one. Typically people with larger engines tend to drive harder, which cancels any savings out. You have to want it to get better mileage and adjust driving habits accordingly. Of course there is a limit -- you can't drop a 401 in there and expect to get even better mileage than a 232! A really large one will burn a good bit more fuel just idliing.
