depends on the state, but there is no federal law against "rebodying" a car that I know of. Dealers even did it for cars that were still in production but dmamged beyone repair. That usually means same year cars. The dealer just ordered a "body in white" and swapped over all parts and ID. It was rather rare, but I have heard of 2-3 occasions where this was done by a dealer. There is a federal law against tampering with the VIN, but is a complete changeover tampering with the VIN? This is a grey area. In most cases this is done to save good car. VIN is taken from a rusted/wrecked vehicle and transferred to a good (but near identical) boady. As long as it isn't done maliciously there will be no complaints. As long as all special parts are changed over it's an accepted practice for some collectible cars. If it wasn't, many more Mustangs, for one, would be gone. Personally I'd consider something like an SC/Rambler "saved" in this manner a clone, but that's just my opinion. Few would pull a steering box or carpet to find out if the car had the original body. My bet is if they did they'd keep quiet about it anyway.
