M was used for the 66-69 290/2V and the 87-88 4.0L. 
(Note that the VIN code and the engine code are different! VIN code for 66-69 290/2V is H)
7 would be 65, 74, 87, or 97; 09=September, 17=17th (of Sept).

So either the valve cover came off a 290 and the heads have been changed, or the valve covers came from another car. I don't have block casting numbers handy right now, but check the bore when you get the heads off.
