Here's what you would need.
 A flat top piston that you could machine a D-shape dish to match the
combustion chamber and deck the block to get .030-.035 "squish". 360 Pistons
are dished but the area around the edge is not wide enough to get a good
"squish" even if you did deck the block. You need no more than 8.5 measured
compression. Make sure and use the lowest tension ring pack you can find.
Put a crank scraper on it.

A "mileage" cam. Isky used to make a series called "Mile-A-More" that was
ground especially for mileage. Maybe they could grind up something similar
for an AMC.

SMALL valve heads (304)

Roller rockers

Edelebrock SP2P manifold. VERY small runners especially for low RPM.

VERY small (390 CFM) carb or even better,, adjustable Fool Injection!!

Low restriction (but NOT big diameter) exhaust.

Once it's broken in use the lowest weight syn-lube you can for the temp it
will be used in. 

This combo SHOULD get pretty good Mileage depending on the vehicle and
trans/gear combo it's used in.

At least that's the way I'D do it.
